Student Mobility
The grant supports provided in the field of higher education under the Lifelong Learning Programme, which was carried out by the European Commission between 2007-2013 and ended as of 2014, will continue under the Erasmus+ Programme between 2014-2020.
Within the scope of Erasmus Student Learning Mobility, students enrolled in a formal higher education institution in Türkiye that holds an Erasmus Charter for Higher Education (ECHE) have the opportunity to become exchange students at a higher education institution in another European country that holds an ECHE for 1 or 2 semesters (between 3-12 months) within one academic year, and receive financial support for the duration of their stay abroad. The financial support provided is non-refundable and is not intended to cover all expenses of the students; it is only meant to assist with additional costs arising from mobility. Selected students may participate as "non-funded (’0’ grant) Erasmus students" if they wish.
Erasmus Learning Mobility is carried out within the framework of inter-institutional agreements. Institutions announce application calls to their students to determine the outgoing Erasmus students based on their existing agreements. Mobility activities can only be carried out between institutions that hold an Erasmus Charter for Higher Education and have a mutual agreement. To benefit from Learning Mobility, students must apply to their own institution’s Erasmus Coordinators and be included in the selection process. Each institution determines its own application and selection dates. The Center for European Union Education and Youth Programmes determines the annual national priorities and necessary eligibility criteria for the students to be selected before the mobility period begins. Higher education institutions select their students according to the selection criteria set by the Presidency of the Center for European Union Education and Youth Programmes.
The duration of the activity for learning mobility is between 3 and 12 months. The activity period cannot be less than 3 months or more than 12 months. The same student may receive a grant for a total of up to 12 months for learning and internship mobility at each level of education. (1st Cycle: Associate/Bachelor’s; 2nd Cycle: Master’s; 3rd Cycle: Doctorate).
Academic Status, Course Registration, and Academic Fees
Equivalent courses at the host institution are determined in exchange for the courses the student is required to take at their higher education institution in Türkiye. The recognition of the courses taken is recorded and guaranteed through the Learning Agreement signed between the student, the student’s own institution, and the host institution before the exchange period. Course titles and contents are not expected to be identical; a high degree of similarity in course content is sufficient. The recognition of the courses listed in a Learning Agreement signed by the authorities of the institutions and the outgoing student is committed during the institution’s application for the Erasmus Charter for Higher Education. In case of non-compliance, the Center is obliged to report the situation to the European Commission, which may result in the cancellation of the institution’s Charter. When selecting courses, a target of 30 ECTS credits for one semester and 60 ECTS credits for one year should be set. The success target is considered as the student collecting credits at a rate of 2/3 of the credits for the courses taken. Students who are deemed successful will be considered as if they had spent the period(s) abroad in Türkiye upon their return. Students who are deemed unsuccessful will continue their education from where they left off before becoming Erasmus students; however, they will be exempt from courses equivalent to the total credits of the courses they passed.
Erasmus students complete their registration at their home university in Türkiye; there is no question of suspending registration for the period spent abroad. Registration and tuition fees are paid to the student’s own registered institution; no registration or tuition fee is paid to the host institution. However, the host institution may request small payments from Erasmus students, other than the registration and tuition fees it requests from its own students. Examples of such payments could be sports facility membership fees or transportation fees.
