Born in 1955 in the city of Gazimemmed (Hacıgabul) in the Republic of Azerbaijan, Prof. Dr. Hacali Necefoğlu graduated from the Azerbaijan State University (now Baku State University) Faculty of Chemistry after completing high school in 1972. He graduated from the aforementioned University in 1977 and started his academic career at the Structural Chemistry Laboratory of the Azerbaijan National Academy of Sciences Inorganic and Physical Chemistry Institute (now the Institute of Catalysis and Inorganic Chemistry). Between 1978-1982, he did his doctorate at the same Institute under the supervision of Professor Khudu Mamedov. In 1985, he started to teach at the Baku State University, Faculty of Chemistry.

From October 1992 to June 1995, he worked as a contracted lecturer at Erzurum Atatürk University, Faculty of Arts and Sciences, Department of Chemistry. Subsequently, he worked as Assistant Professor between June 1995 and January 1998, and Associate Professor between January 1998 and October 2003 at the Department of Chemistry at the Faculty of Arts and Sciences at Kafkas University. Between 1997-1998, he served as the Deputy Dean of the Faculty of Arts and Sciences. He has been working as a Professor in the aforementioned department since October 2003. In 2012, he was a visiting researcher at the Hauptman-Woodward Institute of Medical Research (Buffalo, New-York) in the United States. In 2015, he was elected as the corresponding member to the Atatürk Cultural Center of the Atatürk High Institution of Culture, Language and History.

In addition to being the Head of the Chemistry Department of the Faculty of Arts and Sciences at Kafkas University, he also served as the founding head of the departments of Western Languages ??and Literatures, Slavic Languages ??and Literatures, Contemporary Turkish Dialects and Literatures in the said faculty. He is currently the Head of the Chair of Inorganic Chemistry. He has been working as the Director of the Caucasus and Central Asia Research Center at Kafkas University since 2003. Currently, he is the Head of Foreign Relations Department at Kafkas University.
